In fact it could be worse. The master in no. 3 is specified as nice. It is not clear that the rules nor the size the the pie the 10,000 peers want will be as "nice" as the master was in no. 3. And to Nozick's question: it never became NOT the tale of a slave. The folks in nos. 8 and 9 are still slaves, just to a different "master." Majoritarian democracy can be good, or not, but there is no inherent reason that it will be better for the slave than the situation in no. 3; the slavery will merely be less explicit; i.e., more hidden.
