Apparently, Tivoli of Copenhagen is part of the ideal city (via strange maps, which has a readable list of the included structures). Bad planner, BAD planner!
Also, although it is enshrouded in darkness, I note that the city does have municipal buildings. Not my ideal city, obviously.
